| Description | Nurse CompetenceNCSBN became the first organization to implement computerized adaptive testing (CAT) nationwide licensure examinations (NCLEX) in 1994. Since 1994 more than 3.2 million U.S. candidates for nurse licensure have taken the NCLEX exam via CAT. Over the last three years, nearly 80,000 nurse licensure candidates in 10 countries have taken NCLEX abroad. NCSBN also develops and administers the largest competency evaluation for nurse aides known as the Nurse Aide Assessment Program (NNAAP). More than 200,000 NNAAP paper and practical examinations are administered annually. NCSBN Learning Extension offers 36 online courses promoting safe nursing practices to nurses, student nurses and nursing faculty. Since its inception in 1998 more than 165,000 students in 120 countries have enrolled in courses. | Description |

NCSBN provides resources, communication and education for use by its members and external stakeholders. NCSBN expands and enhances evidenced based regulation. The NCSBN Center for Regulatory Excellence Grant Program has awarded almost $5 million in funding for scientific research projects that advance the science of nursing regulation. | Explanation | The National Council of State Boards of Nursing (NCSBN) develops examinations (NCLEX) that measures the competencies needed to perform safely and effectively as a newly licensed entry level nurse. NCLEX is used by US icensing authorities within each jurisdiction to assist with licensing decisions. NCSBN contracts with Pearson Vue to administer the exam in both the US and in foreign countries. Pearson Vue provides test development and delivers exams through its global network of test centers worldwide. NCSBN did not make any direct expenditures in the regions outside of the US where the NCLEX was delivered. NCSBN received fees from candidates for providing the exam at test centers outside of the US. NCSBN sent staff and Board members to attend and present at The International Council of Nurses (ICN) Congress held in Sydney Australia. ICN is a federation of national nurses' associations representing nurses in more than 128 countries. | Explanation | Schedule I, Part I, Line 2: The NCSBN Center for Regulatory Excellence grant program provides funding for scientific research projects that advance the science of nursing regulation. All awards are determined by a scientific review panel comprised of PhDs, who are experienced investigators, and have knowledge of nursing regulation. The budgets of all proposals being awarded grants are thoroughly scrutinized prior to approval. An initial installment payment is made after approval. The studies and budgets are closely monitored. Investigators are required to submit a quarterly report on the progress of the study along with a summary of expenditures. Continued installment payments are dependent upon the evaluation of the progress review and expenditure reports.
