Community Benefit ReportPart I, Line 6aThe community benefit report is posted to the organizations' web site.
Financial Assistance and Certain Other Community Benefit At CostPart I, Line 7The costing methodology is cost-to-charge ratio based on Medicare Cost Report methodology. Part I, Line 7, Column (F) Total Expenses for the organization as reported on Form 990, Part IX, Line 25 is $435,621,628. The bad debt expense reported on Form 990, Part IX, Line 25 is $4,476,562 but is subtracted for purposes of calculating the percentage in this column.
Bad Debt Footnote; Costing Methodology; Bad Debt as Community BenefitPart III, Line 4Bad debts are amounts owed on patients' accounts for services rendered by the hospital that were not anticipated as being uncollectible at the time services were rendered. Therefore, such things as policy discounts, charitable services, contractual adjustments, etc. must be allowed to remain as part of the patient's account balance to be written off as bad debt. Such allowances are handled as patient account adjustments in accordance with the provisions of other financial policies. This bad debt expense reported is based on a ratio of patient care cost to charges. This method is more appropriate as revenue amounts have a varying relationship to cost, ranging from cost-plus-margin to cost-minus-discount, depending on the various policies and the individual's income level.
Shortfall as Community Benefit and its Costing MethodologyPart III, Line 8The costing methodology used to determine Medicare allowable cost reported in the Hospital's Medicare Cost report is cost to charge ratio.
Collection PolicyPart III, Line 9bPatients who have qualified for the QCCT (Quality Charity Care Trust), under the term medically needy based on their income, will be allowed reconsideration for full charity. Full charity will be given upon verification that they have since become unemployed or that their income has been permanently reduced and they now fall below the federally published poverty guideline. All other accounts will remain as originally processed. Accounts written off to the QCCT will not be reported to the credit bureau. Accounts receiving write-off as partial indigent/medically needy will be reported at the time of the bad debt write-off.
Needs AssessmentPart VI, Line 2The organization utilizes national and state data sources to assess the needs of the community and state. This data assists the organization in understanding where health care disparities exist for development of programs and partnerships. This analysis is performed on a quarterly basis for specific programs.
Patient Education of Eligibility for AssistancePart VI, Line 3The organization contracts with an outside firm to review the hospital's patient population to determine their possible qualification for indigent care program coverage, interview and complete the application process for the patients eligible. For patients who qualify for assistance, applications are prepared and submitted in their behalf. The firm also requests hearings for denied applications or claims.

PROGRAM SERVICE ACCOMPLISHMENTSFORM 990, PART III, QUESTION 4UNIVERSITY OF LOUISVILLE HOSPITAL COMMUNITY REPORT 2010 Here at University of Louisville Hospital and the James Graham Brown Cancer Center, we have a clear vision: to be the health care providers of choice for the most advanced, safe, comprehensive, and compassionate patient- and family- centered health care in the region. Each one of our nearly 3,000 employees, as well as the university faculty physicians who practice and teach here, are dedicated to providing the best possible care for today's patients. In that process, we are also training physicians and creating new treatments that will benefit tomorrow's patients. In 2010, University Medical Center treated more than 160,000 patients. Over 50,000 of those patients were unable to pay for their care. We are proud to provide state-of-the-art care for every patient, every time, regardless of their ability to pay. While providing this exceptional care for all in our community, we continue to build on a legacy of excellence. In fact, this year our Trauma Center - the first trauma service in the country - celebrated a century of care. From the beginning of this groundbreaking program, we have set the standard of care and provided this complex treatment to all. In addition, we also marked another significant milestone: the 30th anniversary of the James Graham Brown Cancer Center. The Brown Cancer Center continues to deliver the latest medical advances with compassion and respect while striving to be a leader in advancing cancer research and treatment. Finally, we are dedicated to improving our community's future health beyond direct patient care. This dedication comes in many forms, such as intervention classes for at-risk youth through our Trauma Institute, innovative educational opportunities for current and future physicians and nurses, and increased public access to screenings through community outreach. Access to high quality health care is at the heart of a healthy community. We hope this report helps you understand our historic commitment and pledge to continue serving all patients in the future. It is our privilege.
