DescriptionAMERICORPS LEGAL FELLOWS: Equal Justice Works engages lawyers and law students as AmeriCorps members to provide low-income people access to justice. Created in 1993, Equal Justice Works AmeriCorps provides legal services to 40,000 people each year. AmeriCorps Legal Fellows and Summer Corps members create pro bono opportunities, prevent foreclosures, eliminate legal barriers to housing, and protect victims of abuse, eviction, wrongful termination. Through two grants from the Corporation for National and Community Service, Equal Justice Works AmeriCorps Fellowships address emerging crises across the country. In the last year:-541 Summer Corps members served 23,089 clients at 310 different non-profit legal aid organizations and public defender offices in 44 states and the District of Columbia.- 30 AmeriCorps Legal Fellows across the country prevented 1,086 foreclosures. The Joint Economic Committee of Congress estimates the cost of a foreclosure to a community to be $77,395. Through a $1.2 million Recovery Act grant, the program achieved a return of $71 for every taxpayer dollar invested.- Across the country, AmeriCorps Fellows served 980 veterans with benefits or foreclosure assistance, and helped 104 homeless vets secure permanent housing.-On average, each AmeriCorps Legal Fellow recruits 75 pro bono lawyers and law students. Together, they serve 700 clients per Fellow, at a cost of $43 per client. Sixty-six AmeriCorps Fellows generated 4,495 pro bono lawyers and law students. Together they served 34,455 clients.Description

DescriptionLAW SCHOOL ADVOCACY AND OUTREACH:Law schools comprise a vital and dynamic constituency of Equal Justice Works. As part of our mission to mobilize the next generation of lawyers committed to public service, we recognize that the message of the importance of public interest law has to be inculcated early and encouraged throughout the law school experience. We also realize that most of our law school partners need resources and assistance to augment their own in order to reach a broader spectrum of the law community. In 2010, 198 law schools, including nearly all of the ABA accredited schools, were members of the organization. The annual Equal Justice Works Conference and Career Fair drew over 1000 law students and 130 employers who interviewed for more than 500 summer and post-graduate positions. The Equal Justice Works Guide to Law Schools is a free interactive online resource of public service opportunities, curricula, and financial programs at law schools in the United States. The Guide is the result of a unique collaboration between Equal Justice Works and more than 150 participating schools. Because educational debt prevents many law students from pursuing careers in public service, Equal Justice Works advocates for the creation and expansion of loan repayment assistance programs. More than 100 law schools now have some form of loan repayment assistance available to their students. Equal Justice Works educational debt relief program is designed to inform law students, law school advisors, and recent law graduates of the programs available to alleviate educational debt burden. In 2010, we hosted 10 educational debt relief webinars that reached more than 2000 students, public service employees, and civil legal aid attorneys, and conducted 17 regional trainings reaching more than 2100 law students and public interest lawyers.Description

ExplanationSchedule I, Part I, Line 2: ALL APPLICATIONS FOR AN EQUAL JUSTICE WORKS FELLOWSHIP WILL BE JUDGED ACCORDING TO THE QUALITY OF THE PROPOSED PROJECT, THE INDIVIDUAL FELLOWSHIP CANDIDATE AND THE HOST ORGANIZATION, TAKING INTO CONSIDERATION OTHER FACTORS SUCH AS ISSUE AREA, GEOGRAPHIC DIVERSITY AND SPONSOR PREFERENCES. SPONSORS TYPICALLY SELECT PROJECTS BASED IN CITIES IN WHICH THEY HAVE OFFICES. IN SOME CASES, HOWEVER, SPONSORS SIMPLY INDICATE AN INTEREST IN FUNDING AN INNOVATIVE PROJECT ANYWHERE IN THE COUNTRY. SALARY: EQUAL JUSTICE WORKS WILL PROVIDE EACH HOST ORGANIZATION WITH UP TO $37,500 ANNUALLY TOWARD A FELLOW'S SALARY. EACH HOST ORGANIZATION IS INSTRUCTED TO SET ITS FELLOW'S SALARY COMMENSURATE WITH WHAT A STANDARD ENTRY-LEVEL ATTORNEY WITH SIMILAR EXPERIENCE WOULD RECEIVE AT THAT ORGANIZATION. THE ORGANIZATION MUST PROVIDE THE DIFFERENCE IF THE SALARY LEVEL EXCEEDS $37,500. SALARY MUST BE AGREED UPON PRIOR TO SUBMITTING AN APPLICATION. FELLOWSHIPS LOAN REPAYMENT ASSISTANCE PROGRAM (LRAP): EQUAL JUSTICE WORKS PROVIDES LOAN REPAYMENT ASSISTANCE TO FELLOWS WHO QUALIFY THROUGH ITS LOAN REPAYMENT ASSISTANCE PROGRAM. THE AMOUNT OF ASSISTANCE A FELLOW WILL RECEIVE DEPENDS ON THE AMOUNT OF DEBT, THE TYPES OF LOANS AND WHERE THE FELLOW IS ELIGIBLE FOR ASSISTANCE FROM ANY OTHER LOAN REPAYMENT PROGRAMS. THEREFORE, THE AMOUNT OF EACH LRAP AWARD VARIES BUT WILL NOT EXCEED $10,000 PER FELLOW PER FELLOWSHIP YEAR. EQUAL JUSTICE WORKS CALCULATES THE FELLOW'S LRAP AMOUNT AS THOUGH THE FELLOW'S ELIGIBLE EDUCATIONAL LOANS WERE ON A 25-YEAR REPAYMENT TERM. THE 25-YEAR TERM IS APPLIED FOR CALCULATION PURPOSES REGARDLESS OF THE ACTUAL TERM OF THE LOAN. THE CALCULATION IS BASED ON THE LOAN'S ORIGINAL PRINCIPAL, SO THAT FELLOWS WHO ARE NOT RECENT GRADUATES AND THUS HAVE BEEN MAKING LOAN PAYMENTS ARE TREATED THE SAME AS NEW GRADUATES. THE LRAP COVERS BOTH GRADUATE AND UNDERGRADUATE EDUCATIONAL DEBT. IT GENERALLY COVERS FEDERALLY FUNDED AND PRIVATE EDUCATIONAL LOANS, INCLUDING COMMERCIAL BAR LOANS. THE LRAP DOES NOT COVER NON-TRADITIONAL, NON-COMMERCIAL LOANS, SUCH AS THOSE MADE BY A RELATIVE. A FELLOW'S ELIGIBILITY AMOUNT WILL BE REDUCED DOLLAR-FOR-DOLLAR BY ANY ASSISTANCE FROM ANOTHER PROGRAM, AND FELLOWS ARE REQUIRED TO MAXIMIZE THEIR PARTICIPATION IN OTHER LRAPS FOR WHICH THEY ARE ELIGIBLE. ASSISTANCE TO 2011 FELLOWS WILL COMMENCE AT THE TIME THE FIRST PAYMENT ON EACH LOAN IS DUE AFTER SEPTEMBER 1, 2011. NEW GRADUATES ARE REQUIRED TO MAXIMIZE THEIR LENDER'S GRACE PERIODS. EQUAL JUSTICE WORKS TAKES ITS ROLE AS A STEWARD OF PUBLIC FUNDS VERY SERIOUSLY. THROUGHOUT THE LIFE CYCLE OF THE GRANT YEAR, EQUAL JUSTICE WORKS AMERICORPS STAFF MONITORS SUBGRANTEES TO ENSURE COMPLIANCE AND EFFECTIVE PROGRAM MANAGEMENT. PROGRAM MONITORING AND COMPLIANCE OCCURS ACCORDING TO THE LIFE CYCLE OF THE PROGRAM. (A) SITE SELECTION: A KEY CRITERION FOR SITE SELECTION IS ORGANIZATIONAL CAPACITY AND EXPERIENCE MANAGING FEDERAL GRANTS; (B) TECHNICAL ASSISTANCE: ONCE SELECTED AS A SITE, WE UTILIZE TECHNICAL ASSISTANCE CALLS AND A PROGRAM STARTUP BLUEPRINT; (C) TRAINING: AT THE BEGINNING OF AUGUST EACH YEAR, WE TRAIN STAFF FROM ALL SITES (PROJECT DIRECTORS AND FISCAL MANAGERS) ON GRANT COMPLIANCE AND FINANCIAL MANAGEMENT; (D) ONGOING SITE FILE CHECKS: IN THE FIRST MONTH OF THE PROGRAM YEAR, WE REQUIRE SITES TO SUBMIT MEMBER CONTRACTS, ENROLLMENT FORMS AND DOCUMENTATION OF ELIGIBILITY. WE ALSO REQUIRE SITES TO SUBMIT ENROLLMENT AND EXIT FORMS WITHIN 30 DAYS; (E) SITE VISITS AND DESK AUDITS: THIS PROCESS IS DESCRIBED ON PAGE 15 OF THE PROGRAM MANUAL; (F) CHECK IN CALLS AND REGULAR COMMUNICATION: IN ADDITION TO EMAILED MONTHLY UPDATES, AMERICORPS PROGRAM STAFF MAINTAIN REGULAR PHONE AND ELECTRONIC COMMUNICATIONS WITH BOTH SITE STAFF AND AMERICORPS FELLOWS.Explanation
