Mission DescriptionThe Foundation for AIDS Research is an international not-for profit organization incorporated in New York in 1989. amfAR was formed through the unification in 1985 of two not-for-profit organizations, the AIDS Medical Foundation ("AMF"), incorporated in New York in April 1983, and the National AIDS Research Foundation, incorporated in California in August 1985. First based in California, amfAR transferred its legal domicile to New York in 1989, using the initial incorporation documents of AMF, making it AMF's legal successor. amfAR has offices in New York, NY, Washington, D.C., and Bangkok, Thailand. On March 7, 2005, the board of trustees of the American Foundation for AIDS Research approved a change in legal name to "The Foundation for AIDS Research." On October 18, 2005, the New York State Department of State approved this change. In addition, the Foundation has secured approval for Doing Business As (DBA) the following: - American Foundation for AIDS Research - amfAR - AIDS ResearcMissionDescription

DescriptionRESEARCH: amfAR supports research projects that explore novel approaches to scientifically sound but untested hypotheses in all areas of research on HIV/AIDS, funding goal-oriented studies that often lack the preliminary data required for support from traditional grant-makers. The Foundation plays a vital role in HIV/AIDS research, identifying critical gaps in knowledge and providing essential seed money that enables grantees and fellows to test the merits of new concepts or technologies that subsequently can be validated through large-scale studies, such as those funded by the National Institutes of Health. DescriptionTREAT ASIA: amfAR's TREAT Asia program (Therapeutics Research, Education, and AIDS Training in Asia) involves a network of hospitals, clinics, and research institutions working with civil society to ensure the safe and effective delivery of HIV/AIDS treatments across Asia and the Pacific. The TREAT Asia Network encompasses 23 adult and 20 pediatric sites throughout the region, which collaborate on a variety of projects. Eight papers based on the network's research were published in U.S. and international scientific journals in 2010. For further details, see Schedule o.Description

DescriptionEDUCATION AND INFORMATION: amfAR seeks to translate and disseminate information on important AIDS-related research, treatment, prevention, and policy issues for diverse audiences and to stimulate broad awareness of the need for better treatment and prevention methods. amfAR also publishes a wide range of educational materials, maintains an informative website, and engages respected public figures, HIV/AIDS scientists, and policy makers in communicating the need for continued research to develop new methods of prevention, treatment, and, ultimately, a cure for AIDS. EndowmentsPart V, Line 4AMFAR's endowment fund is intended to fund the various general research programs the organization sponsors. Schedule D, Part III, Line 4 AMFAR holds various items of jewelry, photographs and other items of artistic value that have been donated to the organization for sale at special events. The organization has maintained these items in inventory for a few years and is in the process of selling them.
ReclassificationsIn September 2010, New York State passed its own version of UPMIFA ("NYPMIFA") that applies to amfar's fiscal 2010 financial statements. Accordingly, certain amounts in the 2009 financial statements and footnote disclosures with respect to the organization's endowment have been reclassified to conform with the 2010 financial statement presentation. AMFAR has adjusted its Schedule d, Part V endowment disclosure to conform to the audited financial statement presentation. Certain amounts in the 2009 financial statements and footnote disclosures have been reclassified to conform with the 2010 financial statement presentation.
FIN 48amfAR adopted new guidance that clarifies the accounting for uncertainty in tax positions taken or expected to be taken in a tax return, including issues relating to financial statement recognition and guidance on measurement, classification, interest and penalties, and disclosure. This standard had no material impact on the accompanying financial statements. The tax years ended 2007, 2008, and 2009 are still open to audit for both federal and state purposes. amfAR has processes presently in place to ensure the maintenance of its tax-exempt status; to identify and report unrelated income; to determine its filing and tax obligations in jurisdictions for which it has nexus; and to identify and evaluate other matters that may be considered tax positions.

IdentifierIdentifierReturn ReferenceReturnReferenceExplanationExplanation
Foreign ActivitiesPart I, Line 2International organizations are recommended for funding based upon the results of community-based peer review and/or program staff assessment of proposal merit and organization capacity to undertake proposed projects that are CHARITABLE in purpose. Pre-award due-diligence for new international grantees includes review of organization documents and registrations to verify that the organization operates for a CHARITABLE purpose and that basic capacity for project oversight and governance has been established. All international grantees are required to report semi-annually on project progress and expenditures; continued reporting is required until such time as grant funds are expended in full. Reports are reviewed by administrative and program staff. Additional oversight is provided as necessary by means of ongoing, informal contact with sites regarding progress and technical issues and site visits where feasible. International research grant recipients submit an interim and a final progress reporting addition to expenditures reports due following the ends of the 2nd, 3rd and final quarters of the performance period.
foreign activitiesPart I, Line 3, Column DThe Foundation for AIDS Research conducts many of its grant-making program services (see Part III of Form 990) in U.S. and foreign jurisdictions. In column D, the organization has reported the basic program these grants support; please refer to Part III for more information about these programs/initiatives.
Foreign Activities - Status of GranteesThe Foundation for Aids Research supports many non-U.S. organizations in the fight against AIDS and HIV-related diseases. For purposes of Schedule F, Part II, Line 2 - all 131 charities supported are presumed to be the equivalent of U.S. charities.

Program Service AccomplishmentsPart III, Line 4a-4dLine 4a RESEARCH amfAR supports research projects that explore novel approaches to scientifically sound but untested hypotheses in all areas of research on HIV/AIDS, funding goal-oriented studies that often lack the preliminary data required for support from traditional grant-makers. The Foundation plays a vital role in HIV/AIDS research, identifying critical gaps in knowledge and providing essential seed money that enables grantees and fellows to test the merits of new concepts or technologies that subsequently can be validated through large-scale studies, such as those funded by the National Institutes of Health. amfAR fellowships allow talented young investigators to conduct original investigations under the guidance of experienced scientists, helping to ensure the long-term vitality of AIDS research. New Grants and Fellowships Grants and fellowships are awarded through a rigorous process of peer review by a team of independent HIV/AIDS experts drawn largely from the volunteer scientists on amfAR's Scientific Advisory Committee. Guided by its scientific advisors and with the approval of its board of trustees, amfAR pursues a strategic research plan that focuses on the treatment, prevention, and cure of HIV/AIDS. In 2010, amfAR awarded 17 new grants and fellowships totaling $2,518,674. Three researchers received Mathilde Krim Fellowships in Basic Biomedical Research, an initiative that provides funding for exceptional young researchers who are new to the field of HIV/AIDS research. The initiative has already achieved spectacular results, including numerous published studies in major scientific journals. The 2010 Krim Fellows-each of whom received $125,000-are conducting studies of viral resistance to antiretroviral drugs, the ways in which HIV binds to cell proteins, and how HIV overcomes the body's natural defenses. Among the 2010 fellows is Thomas Gramberg, Ph.D., of the NYU School of Medicine, whose research aims to understand how HIV is able to overcome the natural antiviral defenses of cells. He is characterizing proteins in cells that would normally have antiviral effects but are overcome by two proteins made by HIV, and pinpointing which part of the replication cycle is targeted. These insights may provide new targets for antiretroviral drug development. Two researchers who were among the inaugural group of Krim Fellows in January 2008 received Phase II funding totaling $142,675 to continue their research. Rogier Sanders, Ph.D., of the Academic Medical Center, University of Amsterdam, has been working to modify the envelope protein surrounding HIV with the goal of improving potential vaccines based on this protein. In phase II, he will characterize the antibody responses induced by these "evolved" envelope proteins. amfAR also announced its first ever awards for gene therapy research- three grants and three fellowships totaling $735,000. The funded projects represent a broad range of gene therapy interventions aimed at blocking HIV infection and eradicating the virus. Keith Jerome, M.D., Ph.D., is using homing endonucleases-a type of molecular scissors-to lethally cut up HIV's DNA. This method of attack can target HIV even when it is inactive-unlike anti-HIV drugs, which target the virus only when it reproduces-and thus may be a means of eradicating HIV from the body completely. Placing the search for a cure for HIV/AIDS at the center of its research efforts, the Foundation launched the amfAR Research Consortium on HIV Eradication (ARCHE) in May 2010. The first round of funding, totaling $1.2 million, went to four collaborative teams of researchers working in three areas considered central to HIV eradication: the search for a sterilizing cure to eliminate HIV from the body; the search for a functional cure to suppress the virus without treatment; and the characterization of viral reservoirs, which present an obstacle to a cure. Among these researchers is Robert Siliciano, M.D., Ph.D., of Johns Hopkins University, collaborating with Janice Clements, Ph.D. They are studying drugs that have already been approved to treat other conditions, with the aim of testing whether these agents might reduce or even eradicate the virus in the body or the number of cells harboring latent HIV. If successful, these studies could point the way to strategies that could shorten the development time of drugs to cure HIV. In 2010, amfAR also worked with the New York HIV Research Centers Consortium to fund two inaugural awards totaling $65,999 for a new research initiative aimed at shaping health policy and treatment programs across the state. Dr. Carolyn Chu of Montefiore Medical Center, is studying health service delivery and treatment outcomes of HIV patients at primary care clinics in the Bronx; and Dr. Susan Abramowitz of NYU School of Medicine, is evaluating interventions for HIV-infected adolescents. Published Research Research studies make the greatest impact on the AIDS field and on the broader scientific community when they are published in scientific journals. In the past year, at least 34 scientific publications resulted from amfAR-funded research. These covered current and past targeted areas of research interest. Keys to a New Anti-HIV Compound Our ability to control the growth of HIV and block its attack on immune cells is based on having a large repertoire of drugs belonging to different drug classes, each of which slows the life cycle of the virus at different stages of growth. Dr. Bruno Marchand, who received a Krim Fellowship from amfAR in 2009, reports in the Journal of Biological Chemistry on the mechanism of action of a new type of reverse transcriptase (RT) inhibitor, known as EFdA, which has the potential to become a new anti-HIV drug. EFdA is closely related to the RT inhibitors that became the first FDA-approved HIV medications, but it has greater potency and a different mechanism of action. Studying how this new inhibitor works may aid in the development of a new and more effective weapon in the anti-HIV arsenal. Reducing HIV Growth to Zero Could intensifying anti-HIV treatment slow virus growth rates even further than current highly active antiretroviral therapy (HAART) regimens, or even eradicate the virus? amfAR-funded researcher Dr. Sarah Palmer of the Swedish Institute for Infectious Disease Control, with colleagues from other institutions, explored this question in an article in Nature Medicine. The researchers studied patients whose virus levels were already well controlled on standard HAART but who had extremely low but measurable amounts of virus in their blood. The scientists added another drug, raltegravir, to their regimen, and studied patients' DNA for signs of accumulating virus that was stopped by the additional drug. Their findings suggested that although most patients on HAART do not show signs of viral growth, one-third of the patients studied had ongoing viral growth, which was impeded by the addition of raltegravir to their treatment regimen. HIV, HAART, and the Kidneys Mild kidney disease is seen in up to one-third of HIV-positive individuals, but the prevalence of more significant chronic kidney disease is expected to increase as the HIV-positive population ages. Writing in AIDS, amfAR grantee Dr. Steven Deeks and his colleagues at the University of California, San Francisco, reported on the relationships between HIV, HAART, and the risk of developing kidney disease. They found that HAART slowed the loss of kidney function, but that loss of function continued nonetheless and accelerated in patients on HAART who experienced intermittent rises in viral load. This study was part of an ongoing trial known as SCOPE-Study of the Consequences of the Protease Inhibitor Era-that examines the impact of anti-HIV drugs as people with HIV live longer. New Targeted RFP amfAR issued a request for proposals (RFP) in September 2010 for studies exploring the mechanisms whereby HIV persists; the chronic nature of viral reservoirs and latency; and barriers to the eradication of HIV, with the potential goal of ultimately eliminating HIV infection. Think Tanks and Conferences Following the announcement of first-round funding for amfAR's cure consortium, ARCHE, researchers from the four teams met at amfAR's offices in June 2010 to discuss their research and explore ideas for future collaborations among the consortium members.
Program Service AccomplishmentsPart III, Line 4a-4dLine 4b TREAT ASIA amfAR's TREAT Asia program (Therapeutics Research, Education, and AIDS Training in Asia) involves a network of hospitals, clinics, and research institutions working with civil society to ensure the safe and effective delivery of HIV/AIDS treatments across Asia and the Pacific. The TREAT Asia Network encompasses 23 adult and 20 pediatric sites throughout the region, which collaborate on a variety of projects. Eight papers based on the network's research were published in U.S. and international scientific journals in 2010. TREAT Asia HIV Observational Database (TAHOD) TREAT Asia pioneered the region's first adult observational database for HIV/AIDS, which now includes anonymous data collected from more than 6,400 patients at 23 clinical sites in 13 countries. The information gathered and analyzed through the database informs the development of more effective research and treatment programs, and helps define treatment standards specific to HIV/AIDS in Asia. TREAT Asia Pediatric Network Representing more than 5,000 HIV-positive children in Asia, TREAT Asia's Pediatric Network includes 20 sites in seven countries; these sites share information and best practices in an effort to improve the quality of pediatric care in the region. The TREAT Asia Pediatric HIV Observational Database (TApHOD) was modeled on the adult TAHOD program, and includes data from approximately 3,600 pediatric patients at 16 clinical sites in Cambodia, India, Indonesia, Malaysia, Thailand, and Vietnam. TREAT Asia Studies to Evaluate Resistance (TASER) TREAT Asia has worked for the past five years with organizations in the Netherlands to build capacity to monitor the emergence and spread of HIV drug resistance in Asia and Africa. As more countries expand access to antiretroviral therapy, monitoring resistance to first-line treatments is essential, particularly in countries where access to second-line drugs is limited. The TREAT Asia Studies to Evaluate Resistance (TASER) made significant progress during 2010. For its monitoring study, which monitors the emergence of drug-resistant HIV in infected patients, nine clinical centers have now enrolled more than 1,500 patients in Hong Kong, Indonesia, Malaysia, the Philippines, and Thailand. For its surveillance study, which evaluates the spread of drug-resistant virus among newly infected patients, two clinical centers in Thailand and one in Hong Kong enrolled a total of 87 patients in 2010. As part of TASER's work, TREAT Asia also runs a laboratory quality assurance program to ensure the accuracy and consistency of the HIV genetic analysis required to determine if HIV has become resistant to drugs. International AIDS Database TREAT Asia manages the Asia-Pacific section of the International Epidemiologic Databases to Evaluate AIDS (IeDEA), a global collaboration established by the U.S. National Institute of Allergy and Infectious Diseases. To support IeDEA, TREAT Asia is contributing anonymous data from approximately 13,400 patients at 61 clinical centers at 55 institutions in 15 countries within Asia and Australia. Exploring Links Between HIV and Cancer Among HIV-positive men who have sex with men (MSM), the risk of anal cancer is twice the level of those who are HIV negative, but little research has been done on this issue in Asia. With funding from IeDEA, in December 2009 TREAT Asia began the second phase of an innovative research study exploring the links between HIV and anal cancer and looking at cancer biomarkers in an attempt to better identify MSM with pre-cancerous anal lesions. Building Research Capacity TREAT Asia has implemented a research education program to help network members strengthen their skills in conducting clinical research and to boost the overall quality of care in the region. The program, supported by the Australian Agency for International Development, provides training for researchers and clinicians in Cambodia, China, Indonesia, the Philippines, Papua New Guinea, and Vietnam. In late 2009 and early 2010, TREAT Asia organized several workshops and training sessions including a training on good clinical research practice, held in Jakarta, Indonesia, in October 2009; a two-part training in clinical epidemiology for pediatric specialists in Vietnam, held in November 2009 and February 2010 in Ho Chi Minh City; and two English-language scientific writing workshops, held in China in January and June 2010. The Purple Sky Network TREAT Asia serves as regional coordinating secretariat for the Purple Sky Network, which works in the Greater Mekong Sub-region to address the rise of HIV among MSM. The network, which brings together more than 80 organizations in Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan and Guangxi provinces, created a formal governance structure and established a set of priorities for its ongoing work. Advocacy efforts that reduce stigma and discrimination against MSM and transgender people will cut across the diverse social and political settings within the region. Building Community Treatment Literacy and Promoting Advocacy for Treatment Access Communicating treatment information about a disease as complex as HIV/AIDS can be daunting, but patients' lives depend on it. TREAT Asia works closely with local and regional groups to support treatment literacy activities in China, where it helps support the award-winning AIDS Care China program; and in Cambodia, where it provides assistance to the Cambodian Community of Positive Women. TREAT Asia also began a new partnership with UNAIDS, the Asia-Pacific Network of People Living with HIV/AIDS, the International Treatment Preparedness Coalition, and the Mdecins Sans Frontires Access Campaign. Through the newly formed Asia Treatment Working Group, TREAT Asia will be part of a platform for promoting treatment access and higher quality HIV healthcare within the region. AIDS Research Information for Asia In 2010, TREAT Asia continued to publish lay-language articles about topical new research in the fields of prevention, treatment, and basic science. The goal of these articles is to explain HIV/AIDS research advances for people living with HIV/AIDS and their families, communities, and caregivers across Asia. The articles appear in the TREAT Asia Report and on TREAT Asia's website, www.treatasia.org, where they are also available as PDFs in a variety of Asian languages including Bahasa Indonesia, Burmese, Chinese, Khmer, and Thai. XVIII International AIDS Conference TREAT Asia was well represented at the XVIII International AIDS Conference, held in July 2010 in Vienna, Austria, where several network members and partners presented their research findings. In addition, TREAT Asia was a scientific co-sponsor of the 2nd International Workshop on HIV Pediatrics, which preceded the conference. 13th Bangkok Symposium on HIV Medicine amfAR continued its support of this annual regional symposium, which was held in January 2010 and was organized by HIV-NAT, a TREAT Asia network site.
Program Service AccomplishmentsPart III, Line 4a-4dLine 4c EDUCATION AND INFORMATION amfAR seeks to translate and disseminate information on important AIDS-related research, treatment, prevention, and policy issues for diverse audiences and to stimulate broad awareness of the need for better treatment and prevention methods. amfAR also publishes a wide range of educational materials, maintains an informative website, and engages respected public figures, HIV/AIDS scientists, and policy makers in communicating the need for continued research to develop new methods of prevention, treatment, and, ultimately, a cure for AIDS. Educational Materials amfAR produces a range of periodicals in both print and electronic formats, including its newsletter Innovations, published twice a year and distributed to more than 40,000 people; the TREAT Asia Report, published and distributed three times a year to more than 4,000 readers in the international health community; and a monthly e-mail newsletter distributed to more than 40,000 people. The Foundation's website features news, interviews, and original articles covering science, policy, the global epidemic, and amfAR programs and activities. amfAR also creates and distributes program reports, press releases, and updates on major HIV/AIDS issues, and conducts public service advertising campaigns that have been instrumental in educating policy makers, healthcare professionals, people with HIV/AIDS, and the general public. Media Outreach amfAR continued to work closely with the media to raise the profile of HIV/AIDS, both domestically and internationally, and to help ensure the accuracy of AIDS press coverage. Articles and reports involving amfAR-many of which included interviews with amfAR spokespeople-were carried in numerous media outlets, including the Wall Street Journal, The Financial Times, the New York Times, the Washington Post, Nature, the Associated Press, Reuters, and Bloomberg News. On December 1, 2009-World AIDS Day-CNN's American Morning featured a profile of amfAR Chairman Kenneth Cole, focusing on his AIDS activism and longtime involvement with amfAR. Also on World AIDS Day, amfAR was a co-sponsor of the global Light for Rights campaign, which focused attention on the need to protect the human rights of those living with HIV. amfAR's public awareness efforts are greatly enhanced by the committed support of public figures who lend their voices and donate their time, talents, and resources to help sustain the Foundation's mission. amfAR is profoundly grateful for the continuing steadfast support of Founding International Chairman Elizabeth Taylor and Global Fundraising Chairman Sharon Stone. In 2010, these supporters included amfAR Ambassadors Cheyenne Jackson, Milla Jovovich, Liza Minnelli, and Michelle Yeoh, as well as Alan Cumming, Whoopi Goldberg, Kylie Minogue, Vanessa Redgrave, Maggie Rizer, Martin Sheen, Meryl Streep, and Stanley Tucci.
Program Service AccomplishmentsPart III, Line 4a-4dTHE MSM INITIATIVE amfAR's MSM Initiative was launched in 2007 to respond to the alarmingly high rates of HIV among MSM, a group that in low- and middle-income countries is on average 19 times more likely to be infected than the general population. Stigma, discrimination, and legal prohibitions have fueled the spread of the epidemic among MSM, most of whom do not have access to HIV prevention, treatment, and care services. The MSM Initiative aims to reduce the spread and impact of HIV infection among MSM in resource-limited countries by providing support to grassroots groups through its community awards program. The program also works to raise awareness of HIV among MSM and to advocate increased funding for MSM-targeted services. Community Awards In 2010, amfAR awarded more than $660,000 to 41 groups in Africa, Asia and the Pacific, the Caribbean, Eastern Europe and Central Asia, and Latin America for a wide range of projects addressing HIV prevention, outreach, education, advocacy, testing, research, and capacity building. Africa amfAR awarded funding to nine groups in Africa: Alternatives-Cameroun (Cameroon); Association de lutte contre le sida (Morocco); Espace Confiance (Cte d'Ivoire); Gay and Lesbian Coalition of Kenya in partnership with Ishtar MSM (Kenya); PEMA Kenya (Kenya); South African Network of Religious Leaders Living with or Personally Affected by HIV & AIDS (South Africa); Stop AIDS in Liberia (Liberia); Friends of RAINKA (Zambia); and one organization that requested anonymity (Uganda). Association de lutte contre le sida (Morocco) Association de lutte contre le sida is using its community award in Marrakesh to establish an MSM-friendly drop-in health center, a safe space where MSM can receive social support, medical care, and HIV and syphilis testing and counseling. The group is also creating pamphlets and other materials about HIV and sexually transmitted infections (STIs) for MSM, distributing condoms and lubricant, and sponsoring information sessions in the community. Asia-Pacific Eight organizations in Asia and the Pacific received community awards: Action for AIDS (Singapore); Bandhu Social Welfare Society (Bangladesh); Chengdu Tongle Counseling and Service Center (China); Red Ribbon Initiative (Pakistan); Mplus+ (Thailand); STD/HIV/AIDS Prevention Center (Vietnam); Yayasan Gaya Celebes (Indonesia); and one organization that requested anonymity (India). Chengdu Tongle Counseling and Service Center (China) This group is providing capacity-building support to 18 key MSM/HIV grassroots organizations across China by hiring legal professionals to advise groups about their rights and assist them in fighting human rights violations. In addition to developing a legal manual, the group is cultivating a national network of groups addressing MSM and HIV in order to facilitate technical assistance projects in the future. Caribbean Seven grassroots organizations in the Caribbean received amfAR funding: Centro de Orientacin e Investigacin Integral (Dominican Republic); Fondation Esther Boucicault Stanislas (Haiti); Jamaica Forum for Lesbians, All-Sexuals, and Gays (Jamaica); MSM No Political Agenda (Trinidad and Tobago); SEROvie (Haiti); Society Against Sexual Orientation Discrimination-Guyana (Guyana); and United Belize Advocacy Movement (Belize). SEROvie (Haiti) SEROvie is using its MSM Initiative community award to continue the work it began using a previous award from amfAR to provide outreach and social services for MSM living with and affected by HIV. In addition to building communication skills to promote healthy behaviors, the project provides psychosocial support and referrals to services. SEROvie has also provided basic support for its clients affected by the January 2010 earthquake. Eastern Europe and Central Asia Seven groups in Eastern Europe and Central Asia received community awards from amfAR's MSM Initiative, which was one of the first programs to support HIV services for MSM in the region. Awardees include CSO Equal Opportunities (Tajikistan); New Life Organization (Russia); Nikolaev Regional Public Youth Movement-Penitentiary Initiative (Ukraine); Public Fund Gender Vector (Kazakhstan); Safe Pulse of Youth (Serbia); The Siberian Alternative Center (Russia); and We for Civil Equality (Armenia). Nikolaev Regional Youth Movement - Penitentiary Initiative (Ukraine) The Penitentiary Initiative, a second-year MSM grantee, is using its community award to scale up a program providing HIV outreach to MSM in prison settings, where they are often considered outcasts. Through the program, the group conducts training to reduce stigma and discrimination by prison staff and other prisoners, and provides psychosocial support and HIV prevention for MSM prisoners. (Mexico); Grupo Gnesis Panam Positivo (Panama); Vallarta Enfrenta el Sida A.C. (Mexico); and one organization that requested anonymity (Brazil). Colectivo SerGay de Aguascalientes A.C. (Mexico) This organization works to reduce the spread of HIV among MSM by engaging peer educators (young men and transgender people) to conduct outreach in parks and bars; distribute condoms, lubricant, and safe sex information; offer peer counseling; and promote LGBT-friendly HIV testing and support services. The group also employs counselors at an LGBT community center to offer support to clients. Publications As part of its efforts to raise awareness among governments, donors, and international nongovernmental organizations of the spread of HIV among MSM and to advocate effective strategies for addressing it, amfAR publishes reports on HIV and MSM. Just prior to the XVIII International AIDS Conference in July 2010, amfAR published a collection of case studies from 10 MSM grantees, Lessons from the Front Lines: Effective Community-Led Responses to HIV and AIDS Among MSM and Transgender Populations. PUBLIC POLICY Informed by thorough research and analysis, amfAR is a highly respected advocate of rational and compassionate AIDS-related public policy. The Foundation is engaged in efforts to secure necessary increases in funding for HIV/AIDS research; implement the new National HIV/AIDS Strategy; expand access to care and treatment; and protect the civil rights of all people affected by HIV/AIDS. Harm Reduction As one of the earliest supporters of comprehensive harm reduction programs for injection drug users (IDUs), including syringe exchange, amfAR has played a leading role in advocating the implementation of these lifesaving programs. In December 2009, the Foundation celebrated a major victory on this front when Congress lifted the ban on federal funding for syringe exchange programs (SEPs). amfAR also funds the only annual national survey of U.S. SEPs, which is traditionally published in the Centers for Disease Control and Prevention's Morbidity and Mortality Weekly Report (MMWR). Under contract with the New York State Department of Health's AIDS Institute, amfAR continued to administer the distribution of harm reduction supplies to the 19 authorized SEPs statewide, which have served more than 143,000 registered participants. Shaping the Domestic Response to HIV/AIDS amfAR has long advocated the implementation of a comprehensive national HIV/AIDS strategy to address the ongoing epidemic in the U.S., where more than one million people are living with the virus. In late 2009, amfAR co-sponsored two consultations aimed at developing recommendations for the strategy: one on research and the other on prevention. The Foundation was also a co-author of a paper titled "Moving Beyond the Status Quo," which it provided to the White House Office of National AIDS Policy (ONAP). These efforts culminated in the launch of a National HIV/AIDS Strategy in July 2010, which reflected many of the recommendations set forth by the Foundation and its fellow AIDS advocates. Also in July, Vice President and Director of Public Policy Chris Collins participated in a panel discussion on the strategy at the XVIII International AIDS Conference.
Program Service AccomplishmentsPart III, Line 4a-4dAmong those living with HIV in the U.S. are a growing number of young people, many of whom have no idea they are infected. In September 2010, public health experts, researchers, clinicians, and activists gathered for an amfAR-sponsored Congressional briefing on HIV and youth, at which they discussed the complex biological and psychosocial factors driving the spread of HIV among young people, and the multifaceted approaches required to prevent and treat the virus within this diverse population. At the briefing, the Foundation released an issue brief, Youth and HIV/AIDS in the United States: Challenges and Opportunities for Prevention. Global Health In 2010, public policy staff worked with fellow AIDS advocates to argue for increased funding for global HIV/AIDS initiatives, including the President's Emergency Plan for AIDS Relief (PEPFAR) and the Global Fund to Fight AIDS, Tuberculosis and Malaria. In addition to meeting with key administration officials and members of Congress, amfAR released a series of publications making the case for boosting global AIDS funding. In December 2009, the Foundation partnered with the IDSA Center for Global Health Policy on an issue brief, Smart Investments in AIDS and Global Health: Building on What Works. amfAR also prepared several issue briefs on global health in conjunction with the XVIII International AIDS Conference: The Shifting Global Health Landscape: Implications for HIV/AIDS and Vulnerable Populations, HIV/AIDS Investments: Building Blocks for Global Health?, and MSM and the Global HIV/AIDS Epidemic: Assessing PEPFAR and Looking Forward. In March 2010, the public policy office helped organize a Capitol Hill hearing on the importance of increased HIV/AIDS global health funding for the House Foreign Affairs Subcommittee on Africa and Global Health. MSM amfAR's policy office works closely with the MSM Initiative to advocate expanded access to HIV prevention and treatment services for MSM worldwide, and to fight the stigma and discrimination that make MSM more vulnerable to HIV infection and inhibit equal access to care. In addition to publishing its issue brief on MSM and PEPFAR (as described above), the Foundation joined other advocates in opposing a proposed anti-homosexuality bill in Uganda and in calling for a greater focus on MSM in domestic HIV/AIDS prevention programs. AIDS Research Funding Advocating increased funding for lifesaving HIV/AIDS research is another of amfAR's policy priorities. In March 2010, amfAR and the Treatment Action Group released an issue brief, A Sound Investment: The Multiplier Effect of AIDS Research, outlining the ways in which HIV/AIDS research has benefitted other areas of medical research and explaining the importance of sustained funding for the National Institutes of Health. Pre-Exposure Prophylaxis Pre-exposure prophylaxis (PrEP)-which involves giving antiretroviral therapy to HIV-negative people at high risk of becoming infected-holds great promise as a potential prevention intervention. In December 2009, amfAR co-sponsored a think tank on the Intermittent PrEP (iPrEP) research agenda, at which research and policy leaders reviewed current research in this area and suggested priorities for moving forward. HIV and Immigration amfAR's longtime efforts to repeal a ban on travel and immigration to the U.S. by HIV-positive foreigners were rewarded in October 2009, when President Obama announced the end of the ban, which took effect in January 2010.

Functional ExpensesPart IX, Lines 1 & 3The Foundation for AIDS Research reports its grants net of grant returns or recoveries. Periodically, grants remitted to charitable organizations are returned to AMFAR for a variety of reason. On Schedules F & I, grants are reported irrespective of whether they were ultimately returned to AMFAR since categorizing the "returned" amounts would be time consuming. Therefore, amounts reported on Part IX, Line 1 will not tie to total grants on Schedule I; amounts reported on Part IX, Line 3 will not tie to total grants on Schedule F.
Fundraising NarrativeSchedule G, Part IThe Foundation for AIDS Research actually paid out $483,987 in fundraising expenses for the year ending September 30, 2010. This amount is reported on Part IX, Line 11(e). For purposes of Schedule G, the Foundation is reporting all amounts paid to the consultants listed on Part I, regardless of whether such amounts were pure fundraising expenses or event production costs. On Schedule G, the total amount paid to the organizations listed is $703,688. Of that $703,688, only $483,987 was paid for fundraising services, the remaining $219,701 was paid for event production services.
