DescriptionNew York Chiropractic College (NYCC), located in Seneca Falls, NY, is a private 501(c) (3), not-for-profit educational institution established in 1919 through Absolute Charter from the New York State Board of Regents, offering multiple academic programs and highly diversified natural healthcare instruction. Coursework at NYCC emphasizes integrative, natural, and collaborative healthcare approaches offered through accredited, degree-granting programs in Chiropractic, Acupuncture & Oriental Medicine, Diagnostic Imaging, Applied Clinical Nutrition, and Clinical Anatomy. The College's mission urges the achievement of academic excellence, quality patient care and professional leadership. Integrative Experiential Education An important aspect of educational programming at NYCC includes the operation of three Community Health Centers in New York State (Seneca Falls, Depew, and Levittown) that provide conventional and complementary medicines serving as innovative models for patient centered and collaborative healthcare throughout the country. Through unique clinical partnerships, our students participate in clinical rounds and provide patient care at the National Naval Hospital in Bethesda Maryland, at five Veteran Administration Hospitals/Health Centers, and at Monroe Community Hospital. Additionally, under faculty supervision, our students provide natural healthcare services at the health centers of the New York State University System at Buffalo, Stony Brook, Farmingdale, and at St. John Fisher University. The College also operates a NYCC Campus Health Center where students serve the healthcare needs of the entire campus community as well as provide complimentary chiropractic and acupuncture care to Medicaid recipients, Family Health Plus, and Child Health Plus patients from the surrounding area. Within these facilities student interns receive guided experience to develop the skills, knowledge and attitudes necessary to become competent and confident practitioners. NYCC students undertake a full-year internship at a variety of clinics and medical settings for invaluable, integrative real-world exposure and clinical offerings that prepare students for the reality of a rapidly evolving health care marketplace. The community health centers operate on a "hub and spoke" model wherein three hub centers are located in Seneca Falls, Depew and Levittown, New York, serving as focal points for outreach facilities "spokes" within the surrounding regions. NYCC interns rotate though a variety of medical settings, from the traditional fee-for-service environment to free community clinics. As Complementary and Alternative Medicine (CAM) gains widespread acceptance in the medical community as an effective, inexpensive and noninvasive form of treatment, NYCC students can be found in Veterans Administration facilities, community hospitals and SUNY student-health clinics. List of Fiscal Year Exempt Purpose Achievements The College's mission emphasizes professional leadership. This past fiscal year saw the election of NYCC President Frank J. Nicchi as president of the Association of Chiropractic Colleges, (ACC) a consortium of some nineteen chiropractic colleges located in the United States, Canada, and New Zealand. The organization assists its member institutions by providing leadership in chiropractic education, research, and service. An NYCC exempt purpose achievement during the fiscal year included the launch of a new Academy for Professional Success program, designed to provide students and alumni with tools required for business success. Another exempt purpose achievement was NYCC's selection by G.I. Jobs magazine as a "Military Friendly School for 2010." The College was approved to participate in the Yellow Ribbon Program under the Post-9/11 GI Bill; any NYCC student eligible for Post-9/11 GI Bill education benefits will have their tuition and fees fully covered. New York Chiropractic College also earned a place on The Chronicle of Higher Education's 2009 Great Colleges to Work For "2010 Honor Roll," a program that recognizes colleges for exceptional practices and policies in such areas as tenure clarity, work/life balance, compensation and benefits. This past fiscal year NYCC hosted Special Olympics of New York Fall Games, began construction on a new outpatient health center in Henrietta, near Rochester, N.Y., that will provide chiropractic care, acupuncture and Oriental medicine and digital-radiology diagnostic imaging services, and received New York State approval for a new Master of Science in Human Anatomy and Physiology Instruction (MSHAPI) program that will be delivered primarily online. NYCC was the only educational institution, nationally, to have been selected for a Malcolm Baldrige National Quality Award site visit. The Baldrige award is regarded as the "gold standard" of quality awards and named after Malcolm Baldrige, 26th U.S. Secretary of Commerce. The awards promote excellence in organizational performance, recognize the achievements and results of U.S. organizations, and to publicize successful performance strategies. The College received approval from the New York State Education Department to offer its Master of Science in Clinical Nutrition program online. Finally, Standard & Poor's reviewed the credit rating of the College's long-term bond obligations and affirmed NYCC's investment grade, "BBB" rating and stable outlook.Description

General Explanation GeneralExplanation (5 entries)

IdentifierIdentifierReturn ReferenceReturnReferenceExplanationExplanation
990 Part VI, Line 2aSection A. Governing Body & ManagementA Trustee of the College and an Officer of the College both serve on the board of directors of a local bank. The college did not conduct business with this bank during the year.
990 Part VI, Line 11Section A. Governing Body & ManagementThe College's Management Staff submits a draft of the Form 990 to the audit committee of the College's Board of Trustees ("Committee"). The Committee then reviews the drafted Form 990 and provides any comments it has to the Management Staff. Once the review process is complete, the Form 990 is provided to each member of the full board of trustees prior to filing.
990, Part VI, Line 12cSection B. PoliciesThe College regularly and consistently monitors and enforces compliance with its written conflict of interest policy through a required annual conflict of interest questionnaire for Trustees, Officers and/or Management staff ("Covered Persons"). Further, all covered persons are required to notify the Audit Committee of any changes to the information provided in such questionnaire during the year. The audit committee reviews all completed questionnaires (including any subsequent notification of changes) to determine whether a potential conflict exits. If the Audit Committee determines that a potential conflict exists, the Board of Trustees will review the potential conflict, and may implement protective measures, such as the reassignment of the affected Covered Person's responsibilities, if deemed appropriate. If a covered person fails to comply with the conflict of interest policy, the board may take corrective actions, as it deems appropriate, in accordance with the conflict of interest policy.
990 Part VI, Line 15a and 15bSection B. PoliciesIn accordance with the College's Executive compensation policy for Officers, key employees and certain other covered persons (collectively, "Covered Persons"), the executive committee of the board of trustees of the college ("executive Committee") reviews each proposed compensation and benefit arrangements ("Proposed Arrangement") for each covered person to determine whether the proposed arrangement satisfies the "reasonable compensation" requirements set forth in Section 4958 of the Internal revenue code ("Code") (e.g., a review of relevant comparability data, performance reviews and/or other documentation supporting the proposed arrangement). Prior to such review and determination, the executive committee verifies that none of its members have a conflict of interest with respect to the applicable proposed arrangement. If the executive committee determines that a proposed arrangement meets the reasonable compensation requirements it then documents the review and determination process. Proposed arrangements for the College's President, VP of Finance and Administrative Services and Executive VP of Academic Affairs are reviewed annually (i.e., all three proposed arrangements for the tax year were reviewed in 2009).
990 Part VI, Line 19Section C. DisclosureCopies of the College's governing documents, conflict of interest policy and financial statements are available to the public upon request on a case by case basis. Notwithstanding the preceding sentence, the College makes available to the public any documentation included on a form that is required to be made publicly available in accordance with the Internal Revenue Code and applicable regulations thereunder (e.g. the Form 990).
