ExplanationDuring the period of October 1, 2009 through September 30, 2010, BHEF engaged in de minimis efforts to support legislation and public policy that advanced its initiatives "College Readiness, Access and Success" and "Securing America's Leadership in Science, Technology, Engineering, and Mathematics (STEM)." BHEF brings together an extraordinary coalition of corporate, academic and foundation members to influence public policy and inspire other corporate, academic and foundation leaders to act. BHEF members are driving change "on the ground". They develop, adopt and promote best practices and strategic approaches among corporate, education and foundation leaders, nationally and locally. They also advocate for policy changes at the federal, state and local levels in the following areas. Pre-school through High School (P-12) Education BHEF works with other business groups to promote the reauthorization of ESEA that will result in more students graduating from high school college-and work-ready and to encourage states to adopt the Common Core Standards" college-ready math and English standards, develop and adopt common science standards thereafter, and utilize common assessments to measure progress against these standards. STEM Education BHEF works with its members and partners to promote the highest leverage investments in STEM education that maximize the number of STEM-capable students and workers, including activities and policies that increase opportunities for all students to "do STEM", increase student awareness and interest in STEM, improve the recruitment, retention and renewal of highly effective teachers undergraduate persistence in STEM disciplines and raise awareness and change public attitudes about the importance of STEM education. Undergraduate Education BHEF works to promote programs and policies to increase associate and baccalaureate degree attainment in support of workforce needs. Graduate Education BHEF supports increased funding for federal agencies (e.g., NSF, NIH and DOE) that support graduate education, including support for R&D infrastructure and for students that contribute to the innovation workforce, and works to ensure that graduate education is responding to current and future needs of the innovation workforce. Specifically, BHEF urged members of Congress to pass America COMPETES legislation through letters to Senate Commerce, Science and Transportation Committee Chairman John D. Rockefeller IV and Ranking Member Kay Bailey Hutchison and to House of Representatives Committee on Science and Technology Chairman Bart Gordon (D-TN) and Speaker Nancy Pelosi and Republican Leader John Boehner. In addition, BHEF staff had minimal contact with Congressional staff members through phone, email, and personal visits regarding COMPETES legislation. [Based on review of its activities, staff estimated to the best of its ability the total dollar amount of staff labor and materials associated with the above mentioned activities.]Explanation

Part V, Line 4:Description of Intended Use of Endowment Funds:ALL CONTRIBUTIONS AND GRANTS ARE CONSIDERED TO BE AVAILABLE FOR UNRESTRICTED USE UNLESS SPECIALLY RESTRICTED BY THE DONOR. AMOUNTS RECEIVED THAT ARE DESIGNATED FOR FUTURE PERIODS OR RESTRICTED BY THE DONOR FOR SPECIFIC PURPOSES ARE REPORTED AS AN INCREASE IN TEMPORARILY RESTRICTED NET ASSETS. THE FORUM'S TEMPORARILY RESTRICTED NEW ASSETS CONSISTED OF $3,556 RESTRICTED FOR COLLEGE READINESS INITIATIVE AND $0 FOR "STEM".
Part X:Description of Uncertain Tax Positions Under FIN 48:The Forum adopted the accounting standard related to uncertain income tax positions during the year ended September 30, 2010. The standard requires that the realization of an uncertain income tax position must be more likely than not (i.e., greater than 50% likelihood of receiving a benefit) before it can be recognized in the financial statements. Furthermore, this standard prescribes the benefit to be recorded in the financial statements as the amount most likely to be realized assuming a review by tax authorities having all relevant information and applying current conventions. The Forum did not identify any uncertain income tax positions. The Forum believes it is no longer subject to U.S. federal, state, and local income tax examinations by taxing authorities for years before 2007.
