Annual Community Benefit ExplnThe EMMC community benefit report is contained in an annual community benefit report prepared by Eastern Maine Healthcare Systems which is the parent organization of all related organizations.AnnualCommunityBenefitExpln
Costing Method UsedWorksheet 2, Ratio of Patient Care Cost-to-Charges is used in calculationCostingMethodUsed
Bad Debt FootnotePatient and trade accounts receivable are stated at the amount management expects to collect from outstanding balances. Management provides for probable uncollectible amounts through a charge to earnings and a valuation allowance based on its assessment of the current status of individual accounts. Balances that are still outstanding after management has used reasonable collection efforts are written off through a charge to the valuation allowance and the applicable patient accounts receivable. The costing methodology used to determine the amount reported on line 2 is cost to charge ratio.BadDebtFootnote
Shortfall As Community BenefitMedicare losses should be treated as a community benefit because the losses are incurred in performing an important public service, and Maine hospitals experience one of the lowest Medicare reimbursement rates in the country.ShortfallAsCommunityBenefit
Debt Collection PolicyAll account guarantors who express an inability to pay inpatient and outpatient services will be screened for eligibility for charity care using an application and guidelines established by Eastern Maine Medical Center. An account may be reconsidered for charity care at any time when new information is available about a patients inability to pay.DebtCollectionPolicy

Needs AssessmentThe EMHS Community Health Needs Assessment examines the health status of the residents of Bangor and Penobscot, counties and provides comprehensive research data and recommendations on a variety of critical target areas including community health education, access to primary care, care for chronic conditions, geriatric care, and mental health and substance abuse. As a follow up to the studies conducted in 2001 and 2007, EMHS contracted with the Center for Health Policy, Planning and Research (CHPPR) at the University of New England (led by Ron Deprez, PhD. MPH) to determine changes in health status and barriers to care since 2001. The 2007 Community Health Needs Assessment was funded again as a community service of Healthcare Charities, the philanthropic center of EMHS. EMHS currently is participating in another statewide community health needs assessment study.NeedsAssessment
Patient Education AssistanceFinancial assistance or free care is available only for medically necessary services. Posters are displayed in patient care areas, information and forms are available online on the hospital websites, and patient billing representatives are also available to answer questions and take calls.PatientEducationAssistance
Community InformationEMMC is a comprehensive, 411-bed medical center serving the greater Bangor area and the northern two thirds of Maine. The medical center and its medical staff of nearly 400 physicians provide three-quarters of the primary-care hospital services offered in the Bangor area, as well as specialty and intensive services for patients from Waterville to the Canadian border. EMMC also provides outreach clinics to many local hospitals in the region, allowing easier access for patients and supporting the role of those hospitals in their communities. EMMC is an American College of Surgeons verified Level II trauma center, bariatric center, community cancer center and host of Lifeflight of Maine, a statewide medical helicopter service that transports critically ill and injured patients. EMMC is also a Joint Commission certified Joint Center and Stroke Center. In the Community Health Needs Assessment for EMHS, it states Bangor and nearby Hancock county are the most socio economically prosperous study regions, with higher levels of educational attainment, lower unemployment, and higher household income levels than other study regions. 1) The annual household income decreased slightly from 2001 to 2006, and the percentage of unemployed increased slightly in the period from 2001 to 2006. Annual income levels in all study regions are lower than peer and State. 2)The chronic disease burden is lower in the Bangor Region than in other study regions; however, Bangor has a large proportion of individuals characterized as not well. 3)The percentage of the population without a regular source of primary care increased from 2001 to 2006. 4)The percentage of patients within the population who did not receive a check-up within the last two years increased. 5)The use of EDs as the source of primary medical care increased in the Bangor over the study period.CommunityInformation
Community Building ActivitiesThrough public health screenings, professional and community education, and charity care, EMMC, as a member of EMHS system, works hard to make a difference in our community. These community benefits reflect EMMC's nonprofit mission. Eastern Maine Medical Center demonstrated its ongoing commitment to improving the health status of Maines workforce by renewing its regional sponsorship of the Wellness Council of Maine. Largely as a result of the work of this group, our region was designated as the nation's first ""Well Region"" with many employers qualifying as ""Well Workplaces"" under Welcoa's criteria. As a holder of the Wellness Councils of Americas Platinum Well Workplace Award (Welcoa's highest honor), EMMC is investing both inside its own walls and outside to promote healthy choices, healthy lifestyles, and lower healthcare costs. For FY2010, EMMC delivered a total community benefit of more than $86.6 million.CommunityBuildingActivities
Other InformationEMMC's Community Wellness Service offers a wide variety of health and wellness programs designed to improve the lifestyles of people in the Bangor area. The goal is to support families, and communities to live healthier lives. Through these programs, EMMC promotes and provides guidance for healthy lifestyles and the prevention of disease. Trained and certified staff work with area organizations, employers, youth and the community at large, to help determine health needs through health risk appraisals, culture and interest surveys, and/or other data as available. Education, screenings, health coaching, training and collaboration with all resources within Eastern Maine Medical Center and EMHS are provided to meet the community or individual business needs. EMMC also hosts a number of support groups that provide education and a support system to our patients and their families afflicted with certain illnesses and conditions.OtherInformation
Affiliated Health Care SystemUsing the data in the EMHS Community Health Needs Assessment, EMMC collaborates with other EMHS hospitals and with others in the community on solutions to some of most significant healthcare problems such as overcoming barriers accessing to care, healthcare provider shortages, and obesity. With the help of technology, such as tele-trauma, specialists at our hospital are able to assist with traumas and specialized clinical cases at other hospitals using high resolution, remote cameras and communication equipment. With a shortage of healthcare providers in rural areas of Maine, investments such has this has become increasingly important.AffiliatedHealthCareSystem

A database is maintained that is compared to payroll records and the accounts payable vendor list to identify any potential conflicts of interest. Transactions are reviewed for reasonableness as an arm's length transaction. The first agenda item for board meetings and board committee meetings is for members to declare any conflict of interest with upcoming agenda items or deliberations. At any point when consideration is being given to purchase/contract with a party in interest, the member with the conflict is either excused from the discussion and consideration process or abstains from voting on the matter. OTHER PROGRAM SERVICES 5: In the 2009 EMHS Annual Report, we mentioned that healthcare reform would likely be passed, and that it would be a catalyst for significant changes in how we deliver healthcare. We noted at the time that care of the chronically ill would likely shift to community-based versus facility-based settings, and that the breadth of EMHS providers (including home health and long-term care) and our investments in information technology well positioned the system to embrace change.Today, as our 2010 report is published, healthcare reform is the law of the land. While details of the reform continue to be debated, many of the expected changes are underway. EMHS is not only positioned to embrace these changes, we are helping to lead the way, thanks in part to early planning and investments in our information technology infrastructure. For instance, healthcare reform brought the promise of federal stimulus funding to reimburse providers who have demonstrated "meaningful use" of information technology to improve patient care. By meaningful use, we mean that healthcare providers use technology to capture data in real time to support their treatment decisions and build on computerized protocols, or guidelines, for best practices. It also means that yourEMHS primary care provider uses computerized registries of chronic disease treatment plan elements that have been proven to improve quality of care in a preventative and proactive manner. In 2010, EMHS hospitals and physician practices initiated an ambitious project, which we call eQuest. While EMHS has already been recognized for its leadership in using information technology, the pace of investments, measured in terms of both dollars and staff expertise, needed to speed up if we were to maximize our opportunities for federal meaningful use funding. Literally hundreds of staff across our organization are intensely focused on taking EMHS to the highest levels of meaningful use in the months ahead.eQuest is organizing and focusing those efforts so that, together, we optimize this one time opportunity for federal funds.A second example of federal funding supporting a reformed delivery system is the Bangor Beacon Community initiative. Last spring, EMHS received a nearly $13 million dollar grant to demonstrate improvements in the delivery of care, using clinical information technology. EMHS' grant application is one of only 17 receiving federal funds through this competitive process across the United States. Our Beacon colleagues are among some of the most advanced healthcare systems in the nation. The EMHS Beacon application was highly regarded because of its inclusion of multiple providers (both within and outside EMHS) at multiple levels of care (including home health, long term care and other community based settings) and because of our already advanced state of linking providers via information technology. In fact, because EMHS already has a highly functioning information infrastructure in place, we have been asked to lead national Beacon affinity groups on leadership, communication, and project management. There is a statewide advisory committee attached to the Bangor Beacon Community so that learned experiences can be disseminated across all healthcare providers in Maine, continuing EMHS' commitment to sharing expertise and resources with other providers in our efforts to improve healthcare delivery for all Mainers. Additionally, at the end of the three year grant, all 17 Beacon grantees are to publish their results for nationwide learning and improvement. EMHS is extremely proud to be participating in this national effort.Within this 2010 annual report, you will read about the great work our member organizations do every day in caring for the people of Maine. We hope this will give you some valuable insight into the passion, dedication and expertise of our some 8000 employees. We appreciate your support of EMHS and all of our members.George Eaton, Esq.EMHS Board ChairM.
