Shortfall As Community BenefitPart III, Line 8: The Medicare program does not cover all services provided to their participants and the hospital is not allowed to collect from the participants for some services based on the hospital's agreement with the program. Therefore, not all revenues are covered by Medicare. In addition, Medicare does not allow all business costs of the hospital to be included in the cost report, so there are additional uncovered costs. The shortfall by the Medicare program could be avoided by not providing care to Medicare patients; therefore, this shortfall should be included as a benefit provided by the hospital.Part I, Line 7: The costing methodology used to determine the Medicare allowable cost report is based on the audited financial statements of Community Memorial Hospital and the hospital's expensing of costs to the appropriate cost center through the hospital's internal computer system.ShortfallAsCommunityBenefit
