Group Reynolds Memorial Hospital Line Part V, Section B, Line 5The CHNA process began with a thorough review of the previous cycles needs assessment priorities and included review of publicly available secondary data related to counties within RMHs service area. This data included the US Census data and County Health Rankings Data. Using these reports as a springboard, the leadership team started the initial discussion around health needs, changes in each hospital communitys demographics over the previous few years, and lessons learned from the last CHNA cycles health topic prioritization and development of implementation activities. Primary data collection was comprised of surveying community members to gather perceptions of health issues, quality of life, and other related topics. Survey data was analyzed and presented back to the leadership team and community partners. This presentation was focused on reviewing the survey data, discussing community assets that may help inform community benefit planning for RMHs CHNA process, as well as discussing the needs of those not well-represented in the survey data. The following organizations - Reynolds Memorial Hospital, United Way, Marshall County Health Department, Wheeling Health Right, Wheeling YWCA, and Marshall County Schools were represented on RMH CHNA leadership team and provided detailed input throughout the process of developing the CHNA. These individuals informed the public input survey and were instrumental in dissemination. Additionally, they identified and invited attendees to the community meeting, and were charged as a group with collaborative discussion of primary and secondary data to determine health priorities.
Group Reynolds Memorial Hospital Line Part V, Section B, Line 11The existing secondary data, new survey data, data presentation input, and lessons learned from the last CHNA cycle all factored into RMH leaderships prioritization decisions. The group considered the degree to which the hospital can affect health outcomes for each topic, projects, or programs already underway for each, as well as level of importance placed on each by the community relative to the reach of the hospitals impact. Leadership paid particular attention to the demographics of respondents compared to the community , and to new feedback gathered about access to health care and substance use treatment feedback. Within this discussion of where and how the hospital can realistically affect community wellbeing and health outcomes, what they could accomplish in collaboration with new and existing partners, and what topics to monitor and revisit later, the list of top health concerns was organized into three areas that will be the focus moving forward with implementation planning. These three areas are substance use, abuse, and mental health cancer and diabetes, obesity, and nutrition. Substance abuse programs, inpatient/outpatient behavioral health services, cancer center, diabetes education, school-based mental health transportation, cancer support through the Good Samaritan fund, free cancer screenings, SUD prevention, harm reduction, health department screening programs, and reduced cost bloodwork were all identified as implementation strategies to address these top health concerns.
Group Reynolds Memorial Hospital Line Part V, Section B, Line 11Specific strategies that RMH implemented in 2024 aim to address these top health concerns. They increased available transportation with additions to the HealthTeam bases and fleet which directly positively impacted the communitys access to care. To address the diabetes epidemic, the hospital increased the number of dietician FTEs who worked in their hired role in addition to going in the community to provide nutrition counseling. RMH was able to increase resources throughout 2024 to better support inpatient and outpatient behavioral health efforts in the region. They developed a regional cancer center in addition to increasing funding and resources of their existing cancer program to further support those in the area that need cancer care close to home. RMH has adopted their 2025 CHIP effective May 15, 2025, that CHIP can be found online https//wvumedicine.org/wp-content/uploads/2025/08/CHNAReynolds-Memorial-HospitalCHIPMay-2025-8122025.pdf
Group Reynolds Memorial Hospital Line Part V, Section B, Line 13bReynolds Memorial Hospital offers discounted care only to individuals who qualify for free care. Reynolds Memorial Hospital offers a Prompt-Pay Discount Program - patients who have no third party coverage uninsured or uninsurable may be eligible for a 50 self-pay discount while patients who have a guarantor balance may be eligible for a 20 discount. To be eligible for either prompt pay discount, the patient/guarantor must meet certain requirements.
Group Reynolds Memorial Hospital Line Part V, Section B, Line 24All patients are charged an amount equal to gross charges regardless of payment method. Once FAP eligibility is confirmed, charge amounts are moved to Charity Care and no longer charged to the patient.

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Part I Line 3cDiscounted services, for those over 200 FPG, are determined by evaluating income, assets, and liabilities on a case by case basis. The hospital also offers discounts to self pay patients for prompt payment, and also accepts payment plans over time without charging interest.
Part I Line 6aRMH community benefit numbers are reported in total with the other hospitals within West Virginia United Health System. The most recent amounts can be found on WVU Medicines website at https//wvumedicine.org/about/leadership-and-more/community-benefit/
Part I Line 7Net community benefit expense for 2024 is 5,659,052 and is 3.76 of total net expenses. To calculate net expense, provision for doubtful accounts of 8,817,663 was deducted from total expenses of 159,346,250 as shown in Part IX line 25 of the core Form 990, for a net expense of 150,528,587.
Part IIRMH reported no community building activities for 2024.
Part III Line 2Bad Debt Expense at cost was calculated by multiplying provision for doubtful accounts of 8,817,663 by our cost to charge ratio of 34.38 derived from Worksheet 2 in the IRS Schedule H instructions for a total of 3,031,512.
Part III Line 3Estimated bad debt attributable to patients eligible for charity care was calculated by running a report within our patient revenue software of all bad debt account balances greater than 5,000. The total of that report was 734,297 which we then multipled by our cost to charge ratio of 34.38 for a total of 252,451.
Part III Line 3The estimated bad debt attributable to patients eligible for charity care of 252,451 should be considered community benefit due to the fact that anyone with outstanding balances of 5,000 or greater usually qualifies as catastrophic if the patient completes the application process. In our charity care policy, we define catastrophic care as any illness or injury that will likely require continuous or frequent treatment for more than one year. Regardless, that bad debt should be considered community benefit as we provide services to those in need regardless of their ability to pay.
Part III Line 4Patient accounts receivables are primarily paid by federal and state governmental authorities under the Medicare and Medicaid programs, managed health plans, commercial insurance companies, workers compensation programs, employers and patients. Patient accounts receivable are reported at net realizable value. For accounts receivable associated with services provided to patients who have third-party coverage, the System estimates net realizable value based on the estimated contractual reimbursement percentage, which in turn is based on current contract provisions and historical paid claims by payor. For self-pay accounts, including uninsured and patient responsibility accounts, the net realizable value is determined using historical collection experience, adjusted for estimated conversions of patient responsibility portions, expected recoveries and changes in trends to estimate implicit price concessions. The System does not believe there are any significant concentrations of revenues from any particular payor that would subject the System to any significant credit risks in the collection of patient accounts receivable. Management continually reviews the estimated net realizable value of accounts receivable by monitoring cash collections, economic conditions and trends, changes in payor mix, changes in federal or state healthcare coverage and other matters. Changes in general economic conditions, patient accounting service center operations, payor mix, payor claim processing could affect collections of accounts receivable, cash flows and results of operations.
Part III Line 4The System performs periodic assessments to determine if an allowance for expected credit losses is necessary. The System considers its incurred loss experience and adjusts for known and expected events and other circumstances. In estimating its expected credit losses, the System may consider changes in the length of time its receivables have been outstanding, changes in credit ratings for payors, requests from payors to alter payment terms due to financial difficulty, and notices of payor bankruptcies or payors entering receivership. Because the Systems accounts receivable is typically paid for by highly solvent, creditworthy payors, such as Medicare, Medicaid, other governmental programs, and highly regulated commercial insurers on behalf of the patient, the Systems credit losses are immaterial to the consolidated financial statements.
Part III Line 4The mix of accounts receivable at December 31, 2024 and 2023, from patients and third-party payors is as follows For the year-end December 31, 2024 Medicare - 22, Medicaid - 11, Blue Cross - 24, Commercial, managed care and other - 40, Patients - 3, totaling 100. For the year-end December 31, 2023 Medicare - 25, Medicaid - 13, Blue Cross - 21, Commercial, managed care and other - 39, Patients - 2, totaling 100.
Part III Line 8The amount reported in Part III Line 6 22,746,445 was calculated using the total Medicare allowable cost from the Medicare cost report, less Medicare reimbursement of direct GME.
Part III Line 8Reynolds shortfall, 5,658,804 of Medicare program reimbursement should be considered a community benefit because we are relieving a government burden by providing care in excess of our costs to these patients.
Part III Line 9bRMH does have a debt collection policy. When a patient has been approved for financial assistance under our charity care policy, they will not be sent to bad debt. Additionally, if a patient is being evaluated for charity, the patient will not be sent to bad debt agency pending charity guarantor status until the pending status has been finalized approved/denied. All other patients with outstanding balances will be processed through billing and collections pursuant to our Financial Policy.
Part VI Line 2With assistance from the WVU Health Sciences Center, Office of Health Affairs, Reynolds Memorial Hospital completed a Community Health Needs Assessment CHNA in 2024. The CHNA can be found here https//wvumedicine.org/wp-content/uploads/2025/08/Reynolds-Memorial-Hospital-2024-Community-Health-Needs-Assessment-8122025.pdf.
Part VI Line 2The CHNA process for Reynolds Memorial Hospital included the collection and analysis of primary data. Both public and private organizations, such as government agencies, educational systems and health and human services entities were engaged to assess the needs of the community. RMH believes that the health status of a community depends on many factors, including quality of health care, social and economic determinants, individual behaviors, heredity, education and the physical environment. Population and demographic data is obtained through WVU Medicines population health and enterprise analytics department.
Part VI Line 3The hospital employs one resource funding clerk to assist patients in obtaining benefits from Medicare, Medicaid, Vocational Rehab, and other federal and state sources.
Part VI Line 3Our charity care eligibility guidelines are also listed on our website at https//wvumedicine.org/bill-pay/financial-assistance/.
Part VI Line 4Reynolds Memorial Hospital RMH defines their community service area as Marshall County. Marshall County has a total population of 29,405, a median household income of 58,129 and an employment rate of 53.6. 17.6 of Marshall County residents live in poverty and 6.3 are without health care coverage. Population and demographic information was obtained from the United States Census Bureau https//data.census.gov/cedsci/.
Part VI Line 5RMH has taken various actions to promote community health within its defined community service area. In an effort to offer more specialty care, RMH has employed a cardiologist for their new oncology center. RMH has also hired three primary care physicians and opened an urgent care office to make health care services more convenient and readily available. RMH has partnered with HealthNet Life to station a life flight helicopter in Marshall County in an effort to improve critical emergency care.
Part VI Line 5The Reynolds Memorial Hospital board of directors is a community board, with ten members, most of which reside in or around Glen Dale, WV.
Part VI Line 5Reynolds Memorial Hospital extends privileges to all qualified medical staff in Marshall County and surrounding communities to meet its healthcare needs.
Part VI Line 6Reynolds Memorial Hospital is a part of the WV United Health System WVUHS.
