Bad Debt FootnoteMGH does not have a bad debt footnote in the audited financial statements. Bad debt expense is recorded based on three components. The first component includes accounts that have been transferred to collection agencies. The second component records change in our allowance for uncollectible accounts based on the historical trends in accounts receivable aging buckets. Finally, accounts previously recorded as bad debt recoveries received from collection agencies reduce the bad debt expense. These three components result in net bad debt expense amounts presented in the audited financial statements. Bad Debt at Cost is estimated by multiplying total bad debt expense for the year by the average cost-to-charge ratio per the Medicare Cost Report. The amount attributable to patients eligible under patient assistance policies is estimated based upon past experience.BadDebtFootnote
Shortfall As Community BenefitMGH believes that the Medicare shortfall should be included when attempting to reflect the financial benefit that the organization provides to its community. To that end, MGH shows this amount separately on its annual Community Benefit Report. Services are provided to Medicare patients by MGH while, at the same time, we fully expect to receive less in reimbursement than it costs to provide these services. We are benefiting the community by being a convenient and reputable source within the community to receive such services. The Medicare allowable costs of care is taken directly from the filed cost report.ShortfallAsCommunityBenefit
Debt Collection PolicyMGH's collection policy distinguishes between 'Patient Assistance' - patients unable to pay, and 'Bad Debt' - patients unwilling to pay. MGH places a courtesy collection call on all past due patient accounts over sixty (60) days on accounts $500 or greater. Calls are documented in the AR system for further follow-up action. Payment in full is always the preferred method of resolution for a self-pay balance. If this is not possible, the Patient Service Representative or Financial Counselor provides information to the patient and/or an other responsible party of the Hospital's Patient Assistance Program in a way that is easy to understand. The Patient Service Representative or Financial Counselor responds promptly to questions about the patient's bills and requests for financial assistance. Patients eligible for financial assistance are not reported to a collection agency as long as requested documentation is provided timely.DebtCollectionPolicy

Needs AssessmentMarion General Hospital (MGH) spearheaded the formation of the Grant County Community Health Profile (CHP) alliance whose mission and goal is to provide structure and sustainability for ongoing needs assessment which would be viable and relevant to all our community partners. The CHP alliance includes MGH, Indiana Wesleyan University, Taylor University, Indiana State Department of Health, and representatives from area social services, schools and numerous businesses. The Grant County CHP Alliance provides systematic collection, assembly, analysis, and distribution of information on the health status of our community. Types of information collected include: health statistics, community health needs, and gaps in care, as well as identifying progress and community assets. The CHP alliance publishes and promotes the data to all community agencies which enables strategic planning of new health initiatives, refinement of existing programs and maintenance of current programs. The information gained is used to encourage community members to work collaboratively in both celebrating successes and continuing to find creative avenues to become a healthier community. The Grant County Community Health Profile alliance was established in 2009. Working with Indiana Wesleyan University and Taylor University to execute the assessment within student semesters, the first CHP results will be published in 2011. However, initial research and health indications were published in 2010. It is anticipated MGH will again spearhead the alliance to complete our next assessment in 2012, following the every three year recommendation by VHA, CHA and The Indiana State Department of Health.NeedsAssessment
Patient Education AssistanceAs a not-for-profit community hospital, MGH has signage at all registration points into the facility, as well as the business office, that communicates the availability of the patient assistance program. We have a brochure 'Understanding Hospital Bills & Insurance' that directs a patient to call us if they do not have insurance or an ability to pay their bill. All bedded patients receive this brochure upon discharge. On our billing statements, we advise the patients that we do offer patient assistance if they will contact us we will help them complete the application. We also post the guidelines on our web-site along with our telephone number to contact us if they feel like they might qualify. Once a patient is approved for assistance, they are qualified for a period of one year from approval of the application. MGH assists Self-Pay patients with qualifying for various government benefit programs.PatientEducationAssistance
Community InformationMGH continues to serve the primary market of Grant County, Indiana. MGH also provides healthcare services to residents in the neighboring counties of Wabash, Miami, Blackford, and Huntington (all in Indiana). All of these surrounding communities have populations of less than 6,000. Grant County's population, as projected by the US Census, is 68,847 and household count is 28,319. Grant County continues to be a very diverse community. Even with recent economic successes, our market tends to fall below state and national averages for statistics such as: household income, education and employment rates. 19% of Grant County's residents fall below federal poverty guidelines. This rate is higher than any of the surrounding counties. (US Census Bureau, 2009) 13% of Grant County residents are uninsured.CommunityInformation
Community Building ActivitiesAs a corporate citizen of the community, and one of the largest employers in the county, many look to MGH for leadership and guidance well beyond healthcare. MGH places numerous employee leaders out in the community to serve on community boards and programs which include, but are not limited to: the Grant County Economic Growth Council, Marion-Grant Chamber of Commerce, Bridges To Health, Main Street Marion downtown revitalization group, Indiana Wesleyan University advisory teams, and numerous community non-profit boards. Our employees serve as thought-leaders among these groups while continuing to educate the group and public of the health implications of outcomes. An example of our commitment to building our community is highlighted in the fact that MGH has been recognized at the Economic Growth Council's appreciation luncheon numerous years for our continued capital improvement commitment to our facilities. In addition, MGH has worked very closely with our area educational institutions (from preschool to university level) to execute our county-wide community health profile.CommunityBuildingActivities

MGH routinely provides education on a wide range of health topics at schools, universities, community events, health speaking engagements, community boards, health coalitions, and numerous media venues. Topics of emphasis in 2010 included: stroke & cardiac detection and prevention, nutrition & exercise, tobacco cessation, and SIDS prevention as well as our continued partnership with Bridges to Health, Grant County's free health clinic. Other highlights from 2010 include: 1)Marion General Hospital's donation of an adjacent building to the Grant County YMCA. The space allowed for the YMCA to accommodate further growth towards our shared vision of a more healthy and active Grant County. 2) Marion General Hospital proudly supported numerous medical staff who traveled to Haiti on medical missions after the devastating earthquake. MGH provided medical supplies and equipment in the health specialty missions of orthopaedics, pediatrics and obstetrics & gynecology. Subsequently, MGH donated a Haitian patient's medical care when flown back to our facility for limb-saving orthopedic surgery. MGH has raised the standard for community involvement through educational and outreach programs, fiscal support and community partnership, all geared to improve the health of our population.
